Please note in Frankfurt everybody speaks English. Be friendly and dress well. Then you will get an answer. Being charged per time spent and not per data used could bring your cell phone bill into thousands of rands. I'm not too familiar with the network providers in Germany but I am presuming there is more than one. Meaning maybe if you switch to another network provider there they charge per data used?
